About one-third of new-build housing sales in 2025 concluded under eOselia program – developers

About one-third of housing sales transactions in new residential developments in 2025 were concluded under the state mortgage program eOselia, while the share of transactions using housing certificates under the eRecovery program accounted for up to 10%, Ukrainian developers told Interfax-Ukraine.

"The share of transactions using the state programs eOselia and eRecovery in the Lucky Land residential complex amounted to around 30% of total sales in 2025. The main contribution came from the eOselia program – about 25%, while eRecovery accounted for less than 5% of transactions," the DIM Group of Companies told the agency.

According to the company, under these programs, buyers purchase housing for their own residence and choose apartments ranging from 40 to 70 square meters. The average buyer is between 30 and 40 years old.

According to Perfect Group project manager Oleksiy Koval, state programs were a key driver of demand last year – around 50% of transactions in the developer's projects were concluded using eOselia.

"Based on the results of 2025, state programs remain the key driver of demand in our projects. About 50% of all transactions were concluded with the involvement of the eOselia program, and approximately another 10% under the eRecovery program," he said.

According to the expert, in the structure of demand, more than half of all clients consist equally of veterans and internally displaced persons. The remaining buyers are also representatives of categories eligible for preferential programs: service members, police officers, State Emergency Service employees, medical workers, and their family members.

"The structure of demand has changed significantly compared to the pre-war period. The market is now largely shaped by groups that can rely on state support programs," Koval explained.

Transactions under the state programs eOselia and eRecovery account for about 11% of sales in the portfolio of the Synergia construction group.

"Based on the results of 2025, 57 apartments were purchased under the 'Oselia' program and three under the eRecovery certificate program. In total, transactions under state programs accounted for 11.26% of total sales," the group's press service reported.

A significant number of developers surveyed by the agency noted relatively low results for the eRecovery program in terms of housing certificate usage, or a complete absence of such transactions. As explained by the press service of developer RIEL, this is due to the program's mechanism.

"As for the eRecovery program, in 2025 the share of such transactions remained insignificant. This is due to the mechanics of the program itself: the certificate provides for a fixed compensation amount, while the market value of apartments in new developments often exceeds the established limit. In such cases, the buyer must cover the difference with their own funds, which restrains decision-making," the developer said in a comment.

Transactions under the state program eOselia accounted for 7.3% of sales in Kyiv and Lviv projects by RIEL in 2025.

According to analytics from the construction company Intergal-Bud, in 2025 around 27% of its clients purchased housing with the help of the eOselia state program – more than 460 transactions.

"The eOselia state program undeniably has a positive impact on the primary real estate market. In 2025, the number of inquiries among comfort-class housing buyers regarding eOselia increased to 45%, and more than 27% of those inquiries have already translated into actual transactions," said Olena Ryzhova, Commercial Director of Intergal-Bud.

She noted that around half of all inquiries under the eOselia program come from service members, veterans, and their family members.

The significant impact of eOselia on the market was also noted by the company Greenville.

"In 2025, nearly one-third of total sales in our Greenville Park residential complex were transactions under eOselia. We cannot назвать the state mortgage program the main driver of sales, but within the overall sales structure it plays a significant role," said Susanna Karakhanian, Head of the Sales Department of the Kyiv office of the development company Greenville.

According to her, a fairly large segment of the company's clients consists of internally displaced persons, while one-fifth of sales are to service members and law enforcement personnel.

According to Dmytro Ploskonos, Commercial Director of Kovalska Real Estate, on average last year about 30% of transactions across all properties offered for sale by the developer were concluded under the eOselia program.

"Nearly every third client purchased housing specifically thanks to this program. In addition, every fifth transaction in our residential complexes is concluded with the participation of defenders of Ukraine," the expert said.

According to the development company Enso, in 2025 around 10% of the total number of apartments sold were transactions under the eOselia program. However, this figure was recorded only based on January sales last year.

"In 2025, transactions under the eOselia program in our projects were recorded only in January. Starting in February 2025, the program has effectively been available to us exclusively for the category of internally displaced persons, since most of our buildings were commissioned more than three years ago," explained Enso CEO Ramil Mekhtiev.

The company also noted strong interest in real estate from service members, veterans, and their family members.

"The share of inquiries to our sales departments from military personnel, veterans, their family members, and internally displaced persons currently reaches about 50–60%, while the share of actually concluded transactions with these categories of clients составляет approximately 10% of total sales," Mekhtiev said.
