Most Ukrainians oppose blocking Telegram but support increased control over it – Rating Group survey
Three out of four Ukrainians (76%) oppose a complete block of the Telegram messenger, while only 16% support the idea, according to the results of a survey by the Rating Sociological Group conducted in late February 2026.
"Recently, the public discussion regarding blocking or restricting the operation of the Telegram messenger has resumed… Overall, 67% of Ukrainians are more or less active Telegram users. It is more frequently used by younger respondents, residents of Kyiv and regional centers, and citizens with higher income levels," the study states.
According to the results obtained by sociologists, the majority of Ukrainians do not perceive a threat from the messenger to themselves personally, but they more frequently acknowledge risks to national security.
"The absolute majority of respondents (72%) believe that Telegram has no impact on their personal security. Only 8% believe that using the messenger negatively affects personal security, while 15% believe the impact is positive," the survey data indicates.
Regarding the impact of Telegram on national security, respondents’ opinions were divided. "About one-third (35%) believe there is no impact, while another quarter hesitated to answer. At the same time, every fourth respondent (28%) believes that Telegram negatively affects national security," the sociologists write.
The study was conducted on February 26-28, 2026, using the CATI (Computer-Assisted Telephone Interview) method. The sample size was 1,000 respondents. The sample was representative by age, gender, and type of settlement, with a margin of error not exceeding 3.1%.
