New major changes to 024 state budget unlikely – head of budget committee

 Roksolana Pidlasa, chair of the parliamentary budget committee, predicts that there will be no new cardinal changes to this year's budget after its spending on security and defense increased by almost UAH 500 billion in mid-September.

"We may have some specific changes, but there will be no global revision," she said in an exclusive interview with the Interfax-Ukraine agency.

According to her, one should not expect a budget reduction either.

Commenting on the issue of reducing the 2024 state budget expenditures in December by amounts that budget administrators did not have time to use during December, Pidlasa expressed the opinion that the key issue here will be liquidity.

"We are not even talking about cutting expenses here: if there is not enough liquidity and funds in the single treasury account, these payments will simply not be made," she said.

She added that it is obvious that these expenses are not critical, because managers usually try to spend funds "at least somewhere" at the end of the year.

"It is clear that all pensions, salaries for the military, teachers, doctors, social services, all this will be paid. But there will be no unnecessary expenses on meaningless purchases in December of this year, and this is good," emphasized Pidlasa.

As reported, law No. 11417 increased the revenues of the 2024 state budget by UAH 143 billion, to UAH 1.912 trillion, expenditures by UAH 427.6 billion, to UAH 3.737 trillion, and the maximum deficit by UAH 274.6 billion, to UAH 1.846 trillion.

According to the general fund, the growth of the 2024 state budget revenues amounted to UAH 154.2 billion, to UAH 1.751 trillion, expenditures by UAH 438.8 billion, to UAH 3.547 trillion, and the maximum deficit by UAH 274.6 billion, to UAH 1.784 trillion.

It was envisaged to increase the volume of domestic borrowing by UAH 216.1 billion with a simultaneous reduction in the volume of payments for their servicing by UAH 58.5 billion due to the restructuring of eurobonds.
