Ukraine's National Bank fines Lineura Ukraine UAH 9.6 mln, warns Ukrposhta over inadequate financial monitoring

In July 2025, the National Bank of Ukraine fined Industrialbank UAH 400,000 and six nonbank financial institutions, and issued a warning to Ukrposhta, for violating laws on preventing and countering money laundering, terrorist financing, and financing the proliferation of weapons of mass destruction (AML/CFT), as well as currency legislation.

According to the central bank's website, the largest fine – UAH 9,632,850 – was imposed on Lineura Ukraine LLC (Credit 7 trademark), which ranked sixth in the nonbank financial services market in the first quarter of this year with UAH 470.7 million in revenue from financial services.

Fines were also imposed on FC Mare LLC (UAH 595,000) and FC Middle LLC (UAH 340,000), the latter having recently had its license revoked by the NBU. ProfitGid LLC was fined UAH 170,000, and Miloan LLC UAH 51,000.

Ukrposhta received a written warning for failing to properly develop and implement internal AML/CFT documentation and for lacking procedures adequate to ensure effective risk management.

Forbes Ukraine reported Friday that the NBU has notified the government of the need to recapitalize Ukrposhta by about UAH 820 million, without which the national postal operator would be unable to launch a postal bank and could lose its license to provide financial services.
