Number of insurers in Ukraine in July 2025 decreases by one, number of banks unchanged – NBU

The number of insurance companies in Ukraine in July 2025 decreased by one and as of the end of the month, 51 risk insurers, 10 – life insurance, as well as one with a special status – Export Credit Agency (ECA) were operating on the market.

As reported on the website of the National Bank of Ukraine (NBU), the number of banks did not change and is 60.

The number of insurance and/or reinsurance brokers also did not change and was 44.

Overall, the number of participants in the country's non-bank financial market decreased to 799 from 812 at the beginning of the month last month.

The NBU reports that in July it revoked licenses at the initiative of one financial company, compulsorily – eight financial companies, one risk insurer, and three credit unions.

As of August 1, 2025, some 423 financial companies (there were 432), 90 credit unions (there were 93), 105 pawnshops, one lessor, and 74 collection companies (the number did not change) also operated in the non-bank financial services market.

The number of banking groups increased by one – to 16, non-bank financial groups remained the same – 40, payment systems created by residents, including state ones – 15 and 10 international ones (there were 12), payment institutions – 17 (there were 18), financial institutions entitled to provide payment services – 12, one bank-issuer of electronic money and one postal operator.

Other entities operating in the payment market include 48 commercial agents and 31 technological operators of payment services (the number did not change).

In July, the National Bank received 280 requests from market participants regarding registration and licensing actions. The number of requests regarding financial companies, pawnshops and lessors was 149, insurers – 54, credit unions and collection companies – 32, and banks – 45.
