Ministry of Finance to form 2026 draft state budget on calculation of continuation of war for entire next year
The draft state budget of Ukraine for 2026 will be built on the calculation of the continuation of the war for the entire year, it is planned to attract $45 billion in external financing, and this task looks realistic, Finance Minister Serhiy Marchenko said.
"We now have no other options than to follow an alternative scenario, which involves the continuation of the war for the entire year 2026," he said at the presentation of the draft Government Action Program in Kyiv on Monday.
According to him, with positive results from the negotiations and the understanding that the war will end by the end of the year, changes will be made.
"But at the moment we have to be pragmatic, and therefore we plan to continue hostilities for the entire year 2026," Marchenko emphasized.
As for $45 billion, according to him, this is the deficit plus debt repayment.
"At the moment, this need is not fully covered. We are negotiating with our key partners. These are the G7 countries, this is the European Union, and I think that together with … our key stakeholders, we will come up with an acceptable option on how to cover these needs," the minister said.
