Ukraine’s statistical system to be aligned with EU requirements by 2028 – Kachka

The entire statistical system of Ukraine will be aligned with European Union requirements by 2028, and the State Statistics Service of Ukraine will regularly transmit the relevant data sets to Eurostat, reports Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine Taras Kachka.

"The Deputy Prime Minister recalled that, with the onset of the full-scale war in 2022, some statistical observations were suspended. In particular, sample surveys of households were not conducted temporarily. However, mandatory statistical and financial reporting by businesses, institutions, and organizations resumed on July 5, 2025," according to a statement released by the Office of the Deputy Prime Minister following a meeting with Eurostat Director General Mariana Kotzeva in Luxembourg.

The State Statistics Service of Ukraine aims to fill the data gaps from 2022 to 2025 by July 2026. Based on the results, the service will be able to provide the necessary data to national authorities and other local clients and transfer the relevant data to Eurostat.

"However, ongoing Russian aggression continues to complicate data collection, especially regarding households. In response to these challenges, the State Statistics Service is developing modern data collection tools, such as CAWI [online surveys] and CATI [telephone surveys], as an alternative to traditional face-to-face data collection," the statement said.

It also noted that Ukraine will need financial and expert assistance next year to effectively implement these tools. The parties also discussed the results of screening Ukrainian legislation for compliance with EU law, particularly with regard to negotiating chapters 17, "Economic and Monetary Policy," and 18, "Statistics."

"Ukraine has confirmed its commitment to providing Eurostat with the necessary data to calculate indicators within the framework of the Macroeconomic Imbalance Procedure [MIP]. The list of required datasets and their transmission deadlines have been established in accordance with Eurostat requirements and the relevant statistical areas. The State Statistics Service has begun implementing the planned measures, and the data will be transmitted within the determined deadlines for each area during the screening," the Office added.

The Deputy Prime Minister emphasized that the State Statistics Service continues to improve the methodology and data preparation in various subject areas for subsequent transmission to Eurostat. In particular, work has begun on creating government finance statistics (GFS) and the excessive deficit procedure (EDP) areas in accordance with EU standards. It is planned that indicators will be calculated in the GFS and EDP areas in 2026, and the relevant data will be transmitted to Eurostat beginning in 2027.
