IMF expects Ukraine to restructure its eurobond debt by Aug 2024

The International Monetary Fund (IMF) continues to expect the restructuring of its external commercial debt, mainly represented by eurobond debt, and sees its role in developing the macro framework that such restructuring should comply with, said IMF Mission Chief for Ukraine Gavin Gray.

In general terms, the goal should be to implement restructuring that is consistent with the IMF program, helps ensure debt sustainability, and helps ensure that in the medium term, after the end of the war, Ukraine will not be over-indebted so that the economy could recover, he said at a press conference in Kyiv.

Gray recalled that the Ukrainian government has a debt restructuring strategy, which is a public document and was published in March.

The Ukrainian authorities also have financial consultants who will work out the exact details of debt restructuring, the head of the mission added.

He recalled that there is already a moratorium on payments on official external debt until 2027, and a final settlement will be expected before the end of the current EFF program, while the pause on payments on eurobonds expires in August next year.

Gray also clarified that Ukraine does not intend to restructure its internal debt.
