The public movement Manifest 42 announced a transition to more radical forms of protest against the arbitrariness of the rear security forces against business and announced on February 1 a suspension of the work of companies for one hour if the government does not begin to solve the problem of pressure on business.

"We expect from the state leadership until 12:00 on February 1, 2024 the following steps to solve the problem that threatens the national security of the state: the President of Ukraine and the government – to develop legislative initiatives developed by the public movement Manifest 42 with the involvement of leading lawyers aimed at limiting the abuse of power by werewolves in uniform during searches, seizure of accounts and property, and submit it for consideration to the Verkhovna Rada," the initiative said in a statement released on Monday.

Among the demands is also the initiation of a bill that would deprive all law enforcement agencies, except the Bureau of Economic Security (BES), of the right to investigate economic crimes.

The public movement expects the government to initiate the creation of a permanent commission in the "government - law enforcement agencies - business association" format to promptly respond to the arbitrariness of the rear security forces in relation to business.

"The work of the commission must be public, with the involvement of the media, and its decisions must be binding on law enforcement agencies," Manifest 42 said.

Manifest 42 also appeals to President of Ukraine Volodymyr Zelenskyy to announce his position on searches on the territory of enterprises without a court decision and the admission of lawyers, taking into account Article 42 of the Constitution, which guarantees the right to entrepreneurial activity, counting on the release of Ihor Mazepa from the pretrial detention center.

In the absence of these steps on the part of the authorities, the public movement Manifest 42 will hold a warning protest against the arbitrariness of the rear security forces on February 1, 2024 at 12:00 and will partially suspend the work of enterprises for one hour, without prejudice to the implementation of defense orders.

"Frightened corrupt officials are hiding behind legal casuistry and gaps in legislation. But justice is on our side. It's time for the state leadership to demonstrate to the people of Ukraine whose side it is on," the public union said.

Manifest 42 was created by business in the summer of 2023 with the stated goal of protecting rear security forces, corrupt officials and judges, black notaries and registrars from the arbitrariness of law enforcement officials. It was signed by 42 representatives of enterprises and investors, including Head of the Association of Entrepreneurs of ATO Veterans Serhiy Pozniak, Mazepa, co-owner of Nemiroff Yakov Gribov, CEO of OKKO Vasyl Danyliak, President of Obolon Oleksandr Slobodian, co-owner of Dobrobut clinics Oleh Kalashnikov, the heads of Farmak Filya Zhebrovska and Astarta Viktor Ivanchyk, Serhiy Sypko from Agrofusion.

Chairman of the Council of the Federation of Employers of Ukraine and co-founder of Manifest 42, Dmytro Oliynyk reported on December 15, 2023 that the public movement appealed to the President of Ukraine asking to work out and submit to the Rada two bills – on introducing a moratorium on the seizure of accounts and a "mask-show with the participation of security forces "for the period of martial law, with exceptions only for cases related to national security, as well as providing lawyers with additional tools to protect entrepreneurs against whom criminal cases have been filed, and restrictions for law enforcement in areas where there are more abuses.
