EC recommends EU Council approve EUR 4.2 bln to Kyiv from Ukraine Facility
The European Commission (EC) gave a positive assessment of Kyiv's compliance with the conditions for the first regular payment of about EUR 4.2 billion from the European Union's Ukraine Facility.
"Ukraine is taking forward key reforms for its recovery and to advance on its EU path. This paved the way for the Commission's green light of an additional payment of close to EUR 4.2 billion to Ukraine, and I trust the Council will now quickly agree. The EU will continue to support Ukraine for as long as it takes," EC President Ursula von der Leyen said.
The European Commission's statement notes that after the adoption by the EU Council of the corresponding resolution, the total amount of union funding allocated to Ukraine since the start of the fund's work in March of this year will reach EUR 12 billion.
Brussels also reminds that regular quarterly payments under Ukraine Facility "are conditional on Ukraine meeting pre-agreed requirements." According to the EC, this first regular payment from the fund follows previous interim and pre-financing and demonstrates the swift implementation of the Ukraine Plan.
"Following the assessment of the payment request submitted by Ukraine on 9 July 2024, the Commission has concluded that Ukraine has satisfactorily fulfilled the nine reform indicators linked to the first regular payment in support of the Ukraine Plan, Ukraine's reform and investment strategy for the next four years," according to the EC communiqué.
The document notes that reforms cover public financial management, state-owned enterprises, the business environment, energy and mine clearance.
Kyiv will receive up to EUR 50 billion in the form of grants and loans for the period 2024-2027 under Ukraine Facility.
On February 28, the EU Council approved a package of legislation regarding the revision of the EU's long-term budget for 2021-2027, including provisions for the creation of Ukraine Facility worth EUR 50 billion (EUR 17 billion in grants and EUR 33 billion in loans).
