Ukraine initiates creation of intl platform Secure Black Sea – Strategy

The new Maritime Security Strategy of Ukraine provides for the creation of an international platform Secure Black Sea with the involvement of the Black Sea region states (except Russia), Mediterranean states, the Global South and other states that face economic and food challenges as a result of obstruction of freedom of navigation in the Azov-Black Sea basin by Russia.

According to the document published on the president's website late Wednesday, the Strategy also sets the task of concluding agreements with interested states on providing Ukraine with security guarantees, which will include mechanisms for ensuring security in the Azov-Black Sea basin.

The Strategy also provides for "the development of interaction with international partners within the Maritime Security Capabilities Coalition, led by the United Kingdom of Great Britain and Northern Ireland and the Kingdom of Norway, to strengthen and develop the capabilities of the Ukrainian Naval Forces."

In addition, the document provides for the creation of conditions for a temporary international military (naval) presence on the territory of the Crimean Peninsula after its de-occupation.

The Strategy involves the construction of balanced Naval Forces with all branches of troops (forces), which will be able to ensure the guaranteed completion of tasks, both during repelling armed aggression from the sea direction, and in peacetime, in particular, to provide air defense and missile defense cover for sea ports and merchant shipping along sea lanes. It is also envisaged to increase the capabilities of security and defense forces by equipping them with marine unmanned vehicles of various classes and marine UAVs for various purposes.

It also provides for the attraction of investments and modern technologies in the shipbuilding and ship repair industries of Ukraine, in particular the creation or participation in the creation of shipbuilding enterprises on the territory of Ukraine and other partner states.
