Candidate for head of the Economic Security Bureau presents reform plan for first 100 days
Viktor Dubovyk, candidate for director of the Economic Security Bureau of Ukraine, has unveiled a strategic plan to reform the institution, focusing on the transition from a punitive model to a prevention system.
On his Facebook page, Dubovyk emphasised the need for profound changes in the work of the BEB, noting that the agency needs a complete transformation, not cosmetic adjustments.
‘There must be a transition from the “detect and punish” model to the “predict and prevent” logic,’ he said, stressing the importance of trust on the part of the state, business and society.
Among the priorities for immediate change, the candidate highlighted a full audit of the institution, personnel renewal, the launch of an analytical IT model, strengthening communication with business, and ensuring transparency in reporting.
Dubovyk also noted that the current structure of the BEB remains undefined, duplicates the functions of other bodies, and lacks an effective analytical model. He stressed the need for radical changes to transform the bureau into an effective economic security mechanism.
In his opinion, such a plan is designed to lay the foundation for long-term reform of the BEB and ensure its effective operation in the new conditions.
