Wages in Ukrainian construction industry double – ministry

The minimum wage in Ukraine's construction industry has been increased from UAH 6,995 to UAH 12,142 under a sectoral agreement between the Ministry for Communities and Territories Development of Ukraine and the Trade Union of Construction and Building Materials Industry Workers, published on the ministry's website.
The agreement, signed on July 5, will be in effect from 2025 through 2027. It sets updated social and labor guarantees for industry workers, particularly raising the guaranteed base pay (tariff rate) for employees.
Under the revised agreement, the guaranteed base pay for workers performing simple and unskilled labor will rise from 231% to 401% of the subsistence minimum for a working-age person. This means the minimum monthly wage will increase from UAH 6,995 to UAH 12,142.
The agreement also outlines wage coefficients for first-grade workers in various trades, as well as additional pay for night shifts, overtime, performing especially important tasks within a set period, and similar conditions.
It sets minimum salaries for managerial positions as well. For example, a chief engineer or head of capital construction will have a multiplier of 4, meaning a salary starting at UAH 48,568. In the building materials sector, a chief engineer in cement or fiber-cement materials production will have a multiplier of 4.5, starting at UAH 54,639. In research institutes and expert organizations, a deputy for scientific work holding a Doctor of Science degree can expect a multiplier of 6.63 – equivalent to a salary starting at UAH 80,500.
In addition to establishing new wage levels, the agreement provides measures to formalize employment in construction, improve workers' qualifications, ensure occupational safety and hygiene, and strengthen collective mechanisms for protecting labor rights.
