EBRD recruits for team to support NEURC in implementing project to create REMIT IT system
The EBRD is recruiting for a team to support the Regulatory Management (REMAST) to assist the National Energy and Utilities Regulatory Commission (NEURC) in implementing the project to create the REMIT IT system.
"As part of Ukraine's recovery and approximation to EU standards, the NEURC has been tasked with creating the REMIT IT system to monitor the wholesale energy market of Ukraine," the regulator reported on its website on Wednesday.
The system will comply with the requirements of EU REMIT Regulation No. 1227/2011 of 25 October 2011 on integrity and transparency in the wholesale energy market, which were implemented into national legislation by Law on amendments to certain laws of Ukraine on prevention of abuse in wholesale energy markets of 10 June 2023 No. 3141-IX (the REMIT Law).
To support the NEURC in developing this system, the EBRD has launched a technical assistance project entitled "Ukraine: Enhancing Energy Market Transparency."
As the regulator noted, the project aims to provide the NEURC with a fully functional REMIT system that will meet Ukraine’s legal and regulatory requirements and the country’s international obligations. The project will involve specialized IT developers and a supervisory consultant.
In addition, the EBRD will also strengthen the NEURC’s internal capacity by engaging a Regulatory Management Support Team (REMAST), which will include three Ukrainian experts. REMAST will be integrated into the NEURC’s structure and will provide targeted technical support in areas such as market data requirements, IT systems and regulatory aspects relevant to the REMIT project.
“This will allow NEURC staff to participate more effectively at all stages of the REMIT project and ensure that its results comply with applicable requirements,” the commission explained.
In addition, REMAST will gradually develop the NEURC’s internal capacity to further independently manage the REMIT system after the project is completed.
Deadline for submitting documents for applicants: until 23:59 (Kyiv time) on Monday, August 18, 2025.
