Government program targets 4,500 contracts plus 2,500 mobilized monthly – draft Government Action Program

In 2025-26, the Ministry of Defense of Ukraine should focus on the development of its own defense industry, including its optimization and integration, improving the conditions of service of military personnel, as well as the transformation of the defense forces and the digitalization of a number of processes.

"The programmatic goal of the Ministry of Defense is that the government ensures the ability of the Defense Forces to repel the armed aggression of the Russian Federation against Ukraine and restore the territorial integrity of Ukraine, transitioning to NATO-compatible command, armament and communication systems, while simultaneously modernizing defense procurement and industry and strengthening medical, logistical and financial support," the draft Government Action Program, published on Monday, says.

In particular, according to the program goal for the defense department, 50% of the procurement for the needs of the army should be covered by domestic production, independent, fast, high-quality and accessible space intelligence should be ensured for military units, and during this time the transition to the corps system should be completed, as well as digitalized accounting of military personnel, logistics and finances. It is planned to unite the Defense Procurement Agency and the State Logistics Operator (DOT), launch Defense City (a legal regime for benefits and financing for manufacturers) and the DOT.Chain platform for interaction with suppliers, and open up military technologies to the private sector. The operational goal "improving strategic and defense planning" provides for achieving at least 60% operational readiness by the end of 2026 for integrated air defense and missile defense. Fortification and anti-drone defense plans should be implemented by 90% in priority (threat) areas and 80% in all others by this time.

The operational goal "personnel policy, mobilization and recruitment" provides for amendments to the regulation on military medical examination by the end of 2025 in order to minimize cases of unfit people entering the Defense Forces, as well as to create a system for protecting the mental health of servicemen and their families. Also, by this time, the goal is to develop a new contract for servicemen with expanded conditions and new motivational factors, improve the procedures for booking military conscripts with the creation of electronic offices of enterprises, and conduct an institutional audit of professional military education.

By the end of 2026, it is planned to ensure the monthly conclusion of 3,500 military service contracts with citizens of Ukraine, 1,000 contracts with foreigners and stateless persons, and the direct mobilization of 2,500 citizens of Ukraine into designated units.

Within the framework of the operational objective "building international coalitions, transparency of assistance and financing", the goal is set, in particular, to conduct an audit of international agreements and obligations of partners by the end of this year, to ensure financing of the Ukrainian defense-industrial complex by partners for at least $5 billion, to integrate Ukraine into the European Defense Investment Program (EDIP), the European Defense Fund (EDF), and the SAFE initiative.

By the end of 2026, it is planned to provide partner financing for the Ukrainian defense industry at the level of at least EUR 10 billion, in particular, within the framework of the mechanism for counting costs within the 5% NATO contribution to support Ukraine, to begin the implementation of contracts for the procurement of critical weapons and military equipment, and to finance at least five joint projects and grants within the framework of EDIP, EDF, and SAFE.

The operational goal "modernization of military-industrial policy" provides for the launch of pilot joint production abroad (Denmark, the Netherlands, etc.) and the approval of the Drone Deal with the USA by December 2025. By the end of September of this year, it is planned to conclude license agreements with domestic manufacturers of interceptor drones, by the end of October - to introduce state support programs for defense industry enterprises through financial leasing mechanisms and to exempt goods for the production of defense products imported to replace destroyed ones from import duty and VAT. By the end of June 2026, joint production in Ukraine with Rheinmetall, BAE Systems, Thales, KNDS, Kongsberg D&A should be implemented, and a Drone Deal with the United States should be operational.

The operational objective "defense procurement, financial management and control in the field of procurement" provides for the delegation of authority for defense procurement (including for the use of donor funds) by October of this year, and by December - the introduction into industrial operation of the Register of Arms Manufacturers. By the end of 2026, a quality assurance system should be deployed in accordance with the requirements of ISO 9001 and NATO AQAP series standards, state quality assurance during the implementation of state contracts should cover at least 35% of the number of contracts, the share of concluded international agreements on mutual assurance and quality assurance between Ukraine and NATO member states should be increased by 50% compared to 2025.

Within the framework of the operational goal "Digital Transformation of the Defense Forces," it is planned to introduce services by December that will reduce the load on the Central Command by 15%, begin the implementation of electronic accounting of the causes of losses of equipment and personnel, complete the digitalization of the evacuation process using the Medical Information System of the Armed Forces of Ukraine. By the end of September 2026, the Register of Selection Participants and Executors of State Contracts and a closed electronic defense procurement system integrated with DOT Chain (Defense) should be launched, the share of procurement in the system should be at least 60%, at least 90% of servicemen should be regular users of Army+, the "Reserve+" system should provide at least 80% of appeals.

The operational goal "Strengthening air/missile defense" provides for the adoption of a resolution on the use of state aviation airfields under martial law already this year. By the end of March 2026, it is planned to put into operation the architecture of integrated air defense/missile defense based on NATO standards, and by the end of September, to create a continuous radar field in priority areas and deploy at least 29 additional radar stations/posts.

The operational goal "Implementation of Technological Game Changers" provides for the implementation by the end of December of this year of tactical reconnaissance, remote interaction and evacuation technologies, which will ensure a halving of personnel losses compared to similar periods of active hostilities in 2024-25. By the end of September 2026, it is planned to deploy combat complexes and automated fire control systems in 80% of maneuver brigades and increase the share of hits by autonomous/remotely controlled means in the structure of fire impact to 10%. By the end of next year, autonomous strike systems, artificial intelligence solutions, electronic warfare, aerospace intelligence, and gamification of control should be integrated into a single digital battle management ecosystem.
