Ukraine aims to open all EU accession talks by 2026
The draft government action program stipulates that Ukraine expects to open all negotiation clusters on accession to the European Union by the end of 2026.
According to the provisions of the draft action program, which concerns the Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine, in September 2025, the official screening for Cluster 5 "Resources, Agriculture and Cohesion Policy" should be completed, and by the end of August, September and October, the government should develop and approve Ukraine's negotiating positions for Cluster 3 "Competitiveness and Inclusive Development," Cluster 4 "Green Order and Sustainable Connectivity" and Cluster 5 "Resources, Agriculture and Cohesion Policy," respectively.
It is expected that by December 31, 2025, the official screening of the compliance of Ukrainian legislation with EU law and national procedures for opening all negotiation clusters will be completed, and by December 31, 2026, Ukraine will have fulfilled all benchmarks and opened all negotiation Clusters.
It is also expected that by the end of In 2025, a National Program for the Adaptation of Ukrainian Legislation to the EU Acquis will be developed, subject to the adoption of the relevant law by the Verkhovna Rada of Ukraine. As reported, on May 14, the Cabinet of Ministers approved the roadmaps necessary for the opening of the first Cluster "Fundamentals of Accession" in the pre-accession negotiations between Ukraine and the European Union, and on May 30, it approved Ukraine's negotiating positions within the framework of accession to the European Union under Cluster 2 "Internal Market" and Cluster 6 "External Relations." Ukraine also completed screening with the European Union under the negotiation Cluster 3 "Competitiveness and Inclusive Development." In addition, in July, Ukraine completed the assessment of the compliance of Ukrainian legislation with EU law under Cluster 4 "Green Agenda and Sustainable Connection," which is already the fifth of six thematic Clusters.
