PlayCity launches system to track illegal websites – Ukraine's Ministry of Digital Transformation

Ukraine's state agency for gambling and lottery regulation, PlayCity, has launched a system to track illegal websites where users can check the legality of online casinos and submit complaints, the Ministry of Digital Transformation announced.

According to the ministry's Telegram channel on Friday, the system also allows users to file complaints against internet providers that fail to block banned resources and to download the database of illegal casino websites.

As of now, the database contains 1,531 domains. On August 20, it was updated with 48 new domains based on a PlayCity decision dated July 2 of this year, and two more domains are still under review.

In addition, the system identifies mirror sites of online casinos and related domains to prevent them from bypassing restrictions.

As reported earlier, President of the Association of Ukrainian Gambling Business Operators Oleksandr Kohut reminded during an association meeting that PlayCity has already resumed the process of shutting down illegal casinos and has blocked over 1,300 websites. PlayCity also fined eight casinos a total of UAH 3.2 million: Genesis Game LLC, Winboss, BGG Technologies Ukraine, First Element, Royal, Imperia Azarta LLC, Volna 4444, and Party Planet.

Since February 2025, state policy in the field of gambling has been formulated and coordinated by the Ministry of Digital Transformation. On March 21, the Cabinet of Ministers decided to establish a new central executive authority – PlayCity agency – which is officially subordinate to the ministry and, as of April 1, replaced the previous regulator, the Commission for the Regulation of Gambling and Lotteries.
