Ministry of Education targets draft dodgers in 2025 admission campaign

Oleh Sharov, Director General of the Directorate of Higher Education and Adult Education of the Ministry of Education and Science, says that one of the challenges of the 2025 admission campaign is the creation of unfriendly conditions for those who want to use admission to obtain a deferral from mobilization.

"Many higher education institutions were criticized in 2022, 2023, 2024 for their loyal attitude towards those who entered not to study, but to obtain a deferral from mobilization. Therefore, one of the challenges of this admission campaign is the creation of unfriendly conditions for evaders," he said at a press conference on Tuesday in Kyiv dedicated to the results of the 2025 admission campaign.

Sharov noted that this year, the registration of electronic accounts of applicants at all levels shows a decrease in their number by approximately 4-6% compared to the previous year.

He added that the factors for such a reduction are very diverse.

"The largest number of reductions in the number of participants in the admission campaign falls on those entering postgraduate and master's programs. First of all, these are the consequences of the explosion of those wishing to study in postgraduate studies in 2022, 2023, 2024, which is already behind us. Therefore, the number of applicants is gradually returning to reality, for example, in 2021," Sharov added.

As reported, in 2025, 178,700 first-year students were enrolled in universities, academies and institutes, of which 64,900 will receive state subsidies. Recommendations were also received for enrollment on the budget of more than 31,200 thousand applicants for master's programs.
