Language Ombudsman receives over 2,200 complaints about law violations in 9 months

The Secretariat of the Commissioner for the Protection of the State Language has registered 2,227 complaints from citizens about violations of the law "On the Functioning of the Ukrainian Language as the State Language" in the three quarters of 2025.

"During the third quarter of 2025, the Secretariat of the Commissioner for the Protection of the State Language registered 2,227 complaints from citizens about violations of the law "On the Functioning of the Ukrainian Language as the State Language", which is 27% more than in the same period last year," the message of the Secretariat of the Language Ombudsman says.

It is noted that the most violations concerned: the lack of a Ukrainian version of online stores and websites - 574 complaints (26%); the language of outdoor advertising and signs - 443 complaints (20%); violations during direct service - 397 complaints (18%); the education sector - 145 complaints (7%); culture - 112 appeals (5%); violations in medical institutions - 93 appeals (4%).

Complaints were also received regarding information about goods and services (labels, receipts, menus) - 115 appeals, and violations in the media (82), transport (53), book publishing (35), sports (25), etc.

The largest number of complaints about violations of language legislation came from Kyiv - 870 appeals (39% of the total number), Odesa - 339 (15%), Kharkiv - 286 (13%) and Dnipropetrovsk regions - 201 (9%).

"Over 2,000 appeals in three quarters are not just numbers, but voices of people whose rights have been violated and who demand respect for their language. The increase in the number of complaints means that Ukrainians have become more attentive to their right to receive information and services in the state language. This is an indicator of the maturity of society and at the same time a signal to all those who disregard the law... We will continue to systematically strengthen control over compliance with the language law in all areas, because language is our shield, our protection against aggression, the cultural and spiritual weapon of Ukrainians," the press service quotes the Commissioner for the Protection of the State Language Olena Ivanovska as saying.

As reported, the Secretariat of the Commissioner for the Protection of the State Language registered 1,633 appeals from citizens about violations of the law "On the Functioning of the Ukrainian Language as the State Language" in three quarters of 2024.

In 2024, the Commissioner for the Protection of the State Language received 37% fewer complaints about violations of language legislation than in 2023.
