Ministry of Development refutes reports on heating season dates
Information that the government has determined the date of the heating season in Ukraine from November 1, 2025 to March 31, 2026 is not true, the Ministry of Communities and Territories Development of Ukraine said on Monday.
"The decision on the start of the heating season is made by local governments, based on the outdoor air temperature," the department noted.
In particular, by decision of local governments in 15 regions and in Kyiv city, heating of certain social facilities has already begun: kindergartens, schools, hospitals, etc.
"Please note that the recommended start for heating is when the average daily temperature remains below plus 8 degrees Celsius for three consecutive days," the Ministry emphasized.
The Ministry of Development explained that Government Resolution No. 1267 of October 8, 2025, "On Amendments to the Resolution of the Cabinet of Ministers of Ukraine of July 19, 2022, No. 812," does not determine the dates of the beginning or end of the heating season for thermal energy producers or consumers.
The agency noted that "this is solely about extending the terms of supply of natural gas and fixed prices for natural gas for thermal energy producers to meet the needs of the population and budget institutions from November 1, 2025, to March 31, 2026."
Thus, the document guarantees uninterrupted gas supply at constant prices to heat energy producers throughout the heating season, in particular for the production of heat energy: for the needs of the population – UAH 7,420 including VAT per 1,000 cubic meters, and for the needs of budget institutions – UAH 16,390 including VAT per 1,000 cubic meters.
