Zelenskyy announces sanctions against Rosneft, Lukoil, other targets

Ukrainian President Volodymyr Zelenskyy has announced "sanctions decisions" targeting the Russian oil companies Rosneft and Lukoil, as well as sanctions against "Russian killers who are organizing the systematic destruction of Ukrainians with drones."

The corresponding decrees, No. 870/2025 and No. 871/2025, were published on the website of the Office of the President of Ukraine.

"Building on our partners’ pressure on Russia over this war, Ukraine has synchronized its sanctions with the United States and imposed restrictions on Rosneft and its enterprises, as well as companies within the Lukoil Group. The sanctions against these companies are already significantly depriving the Russian war machine of funds, and this must continue," he wrote on his Telegram channel.

The annex to the decree imposing sanctions lists 26 Russian legal entities that are part of the aforementioned companies.

Zelenskyy also announced sanctions against 36 individuals and 13 legal entities from the Russian Federation involved in organizing drone attacks against Ukraine.

"Ukraine is also introducing its sanctions against Russian murderers who organize the systematic destruction of Ukrainians with drones. We will, in effect, make these sanctions of ours joint with partners so that the world can pressure the aggressor in exactly the way needed to weaken Russia’s ability to wage war, and so that the Russian killers genuinely feel that the pressure is there," the head of the Ukrainian state said.

Zelenskyy also has set the key priorities for our sanctions policy through the end of the year.

"I have set the key priorities for our sanctions policy through the end of the year – further synchronization of sanctions with partners, preparation of the 20th EU sanctions package, tightening restrictions on the shadow fleet, the Russian military production, collaborationists, and propagandists. Our new sanctions steps will follow," he said.
