Over 40 mln UAH illegally appropriated funds returned to KCSA
Over UAH 40 million was returned to the Kyiv budget, which was appropriated by officials of the Kyiv City State Administration (KCSA) together with entrepreneurs during the implementation of the city social program "Caring. Towards Kyiv Residents," the Prosecutor General's Office (PGO) has said.
"Thanks to the consistent work of the prosecutor's office and the Security Service of Ukraine, over UAH 40 million more, illegally appropriated within the framework of the city social support program "Caring. Towards Kyiv Reisents," was returned to the capital's budget," the Prosecutor General's Office said on Telegram on Tuesday.
It is reported that the funds were reimbursed by one of the suspects in the appropriation of budget funds allocated to help socially vulnerable Kyiv residents. In total, UAH 60.5 million has already been reimbursed within the framework of the pre-trial investigation, and work to return the remaining losses is ongoing.
As reported, the director of the Department of Social and Veteran Policy of the Kyiv City State Administration, two of his deputies and entrepreneurs in March-July 2025 were suspected of embezzling budget funds as part of an organized group. This concerns money allocated under the program "Care. Towards Kyiv Residents" in 2022-2024. Of the UAH 150 million allocated from the capital's budget, almost UAH 75 million was illegally appropriated.
According to the investigation, the funds were withdrawn through fictitious expenses - renting offices, cars, parking spaces, as well as by entering services in documents that were not actually provided, in particular, "rehabilitation" classes for patients who could not get out of bed.
In November, two suspected entrepreneurs have already reimbursed UAH 20.5 million : they returned UAH 12.5 million to the budget and transferred six cars worth UAH 8 million for the needs of the Armed Forces of Ukraine.
The pre-trial investigation into the Kyiv City State Administration officials has been completed, they are familiarizing themselves with the materials of the proceedings. After that, the indictment will be sent to the court.
Regarding the entrepreneurs who pleaded guilty and compensated for the losses, the indictments have already been sent to the court with plea agreements.
