Ukrainian President Volodymyr Zelenskyy, during a meeting with journalists, announced twenty points of the draft peace plan to end the Russian Federation's war against Ukraine.

The first point will reaffirm Ukraine's sovereignty.

The second point of the plan is a full and irrefutable non-aggression agreement between the Russian Federation and Ukraine. "It is noted that in order to maintain long-term peace, a monitoring mechanism will be created to control the contact line using space-based unmanned monitoring, ensure early notification of violations and eliminate conflicts. Technical groups will agree on all the details," the president said.

According to the third point, Ukraine will receive strong security guarantees.

According to the fourth, the number of Ukrainian Armed Forces will remain at the level of 800,000 servicemen in peacetime.

The fifth point states that the United States, NATO and the European signatory states will provide Ukraine with security guarantees that will reflect Article 5 of the Alliance Treaty.

According to the sixth point, Russia will enshrine a policy of non-aggression towards Europe and Ukraine in all necessary laws, all necessary ratification documents, including ratification by an overwhelming majority in its parliament.

The seventh point of the plan states that Ukraine will become a member of the European Union at a specific time, and that Ukraine will receive short-term privileged access to the European market.

The eighth point, according to Zelenskyy, is about a strong global development package for Ukraine, which will be defined in a separate agreement on investment and future prosperity, and this will cover a wide range of economic areas, including, but not limited to, the creation of a Ukraine development fund to invest in fast-growing industries, including technology, data centers and the field of artificial intelligence. The United States and American companies will cooperate with Ukraine and jointly invest in the restoration, development, modernization and operation of Ukraine's gas infrastructure, which includes its pipelines and storage facilities. Joint efforts will also be made to reconstruct the territories affected by the war, with the aim of resuming the reconstruction and modernization of cities and residential areas.

Ukraine will also have the opportunity to determine the priorities for distributing its share of funds in the territories under Ukrainian control.

According to the ninth point, several funds will be created to address the issues of restoring the Ukrainian economy, reconstructing damaged areas and regions, and humanitarian issues.

The tenth point provides that after the conclusion of the agreement, Ukraine will accelerate the process of concluding a free trade agreement with the United States.

In the 11th point of the plan, Ukraine confirms that it will remain a non-nuclear state, in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons.

Regarding the 12th point of the plan, according to the President of Ukraine, no compromise has been found yet, since it states that the Zaporizhia nuclear power plant in the currently occupied city of Energodar will be operated jointly by three countries - Ukraine, the United States and the Russian Federation.

According to the 13th point, Ukraine and the Russian Federation undertake to implement educational programs in schools, throughout society, that promote understanding and tolerance of different cultures, eliminate racism and prejudice. Ukraine will implement EU rules on religious tolerance and protection of minority languages.

The President noted that the most difficult is the 14th paragraph on territories. Currently, it reads as follows: "in Donetsk, Luhansk, Zaporizhia, Kherson regions, the line of deployment of troops on the date of this agreement is a de facto recognized line of contact." Also, according to the draft document, the Russian Federation must withdraw its troops from Dnipropetrovsk, Mykolaiv, Sumy, Kharkiv regions for this agreement to enter into force.

According to the 15th point, after agreeing on future territorial agreements, both the Russian Federation and Ukraine undertake not to change these agreements by force.

According to the 16th point, the Russian Federation will not prevent Ukraine from using the Dnieper River and the Black Sea for commercial purposes. "A separate maritime agreement and an access agreement will be concluded, which will cover freedom of navigation and transportation," Zelenskyy said, adding that the Kinburn Spit will be demilitarized as part of this agreement.

The 17th point provides that a humanitarian committee will be established to resolve outstanding issues. All prisoners of war, including those convicted by the Russian system from 2014 to the present, will be exchanged on an all-for-all basis. All civilian detainees and hostages, including children and political prisoners, will be returned. Measures will also be taken to address the problems and suffering of the victims of the conflict.

The 18th point provides that Ukraine must hold elections in the country as soon as possible after the signing of the agreement.

According to the 19th point, the agreement will be legally binding, its implementation will be monitored and guaranteed by the Peace Council under the chairmanship of US President Donald Trump. Ukraine, Europe, NATO, Russia, the United States will be part of this mechanism, and sanctions will be provided for violations.

The last, 20th, point states that a complete ceasefire will come into effect immediately after all parties agree to this agreement.
