Mechanism for financing completion of Ukrbud, Kyivmiskbud construction will be determined by year end – Klitschko
The mechanism for financing the completion of construction of Ukrbud and Kyivmiskbud facilities will be determined by the end of 2024; the city will sign a memorandum with an initiative group of investors, Kyiv Mayor Vitali Klitschko said.
"Together with an initiative group of investors, we agreed to sign a memorandum in the near future and approve a roadmap for resolving issues of completing the construction of Ukrbud and Kyivmiskbud facilities. We must determine the financing mechanism by the end of the year so that work can begin next year. A number of decisions are currently being prepared to submit them to Kyiv City Council for consideration," Klitschko said.
According to the mayor, after funds are allocated to complete the construction, the facilities with a high degree of readiness will be launched first.
Kyiv City State Administration reminded that the government did not allocate funds to complete the construction of Ukrbud facilities.
As previously noted by president of the Kyivmiskbud holding company Vasyl Oliynyk, the company asked the city to replenish the charter capital.
"In order to start with the first volume of facilities, we needed UAH 1.88 billion for this year and UAH 2 billion for next year. We did not announce the amount in our letter. The amount recommended by the commissions is UAH 2.28 billion. This is a good figure. The main shareholder - the city - must make a decision on additional capitalization itself. Currently, this issue is being finalized by the deputies of Kyiv City Council for voting," he said in a comment to the Interfax-Ukraine agency.
As reported, in March 2024, Kyiv City State Administration created a temporary commission to resolve problematic issues related to the activities of PrJSC Kyivmiskbud.
Based on the results of the audit of Kyivmiskbud, conducted in 2023, by Baker Tilly Ukraine Consulting, Audit firm NHD-AUDIT LLC and Ernst & Young LLC, it was established that there were no signs of actions to bring the company to bankruptcy, concealment of facts of financial insolvency or implementation of mass transactions by related parties. At the same time, the auditors found that the activities of Kyivmiskbud were disrupted due to external factors: COVID-19, a full-scale war, the Ukrbud factor.
On November 17, 2023, the Kyiv City Council commission approved an interim report with recommendations and proposals for the further work of the developer, including the purchase of apartments in Kyivmiskbud facilities, consideration of the possibility of issuing a financial loan or additional capitalization of the company. The commission also recommended that Kyiv City Council apply to the Cabinet of Ministers on the issue of compensation to Kyivmiskbud for the total planned damage associated with the completion of the implementation of the projects of the Ukrbud construction corporation in the amount of UAH 2.28 billion.
