Ministry of Justice makes digitalization of services one of main priorities – Haluschenko

The Ministry of Justice of Ukraine is working on digitalization of services to ensure convenience, security and time saving for citizens, Minister Herman Haluschenko said at the presentation of the draft Government Action Program in Kyiv on Monday.
As a successful example, he cited the eMarriage system, which went into operation in September 2024 and demonstrates significant demand: if last year up to 2 thousand marriages were concluded through it, then in 2025 there will be more than 10 thousand.
"We found out that there is even a six-month queue in eMarriage to conclude marriages. By the end of the month, this queue will be eliminated [shortened], minimized to a week, and I am sure that we will do it, and there will be no more of it at all within one month," he noted.
Haluschenko reported that the ministry is also working on expanding the list of digital services. The plans include launching an online divorce system. From January 2026, Ukrainians will be able to receive relevant documents remotely. The service will be integrated with the demographic register.
According to him, enforcement proceedings will become a separate direction of digitalization. The relevant bill is already being prepared for the second reading in parliament. It provides for the automatic closure of enforcement proceedings after paying fines in banks thanks to the integration of databases.
"Today, a person pays a fine, for example, in a banking institution, then has to contact the enforcement service, he has to perform certain enforcement actions, in particular, close the enforcement proceedings. That is, the relevant bill provides that these bases will be linked, and, accordingly, this action will occur automatically, without additional enforcement documents," he said.
Haluschenko emphasized that digital solutions will not only reduce the time for receiving services, but also make it impossible to manipulate documents, creating a transparent and modern system.
